Section 508 of the Rehabilitation Act requires Federal departments and agencies to develop, procure, maintain, or use only those electronic and information technologies that comply with a set of accessibility standards, unless this places an "undue burden" on the Agency. The purpose of VPAT is to assist federal contracting and procurement officials in fulfilling the market research requirements contained within the Section 508 implementation regulations. These regulations require that federal agencies consider accessibility when they procure electronic and information technology.
